AN APPEAL TO THE CITIZEN

The Fund "Research and development of creative resources" has developed conceptual approaches to the Russian Worldview Initiative (RWI).
What awaits your children, grandchildren and loved ones in 30 years?
It is well known that, as a result of research (including at the level of the Committee of Nobel laureates), justified the possibility of extinction of mankind by the middle of this century. This threat to the very existence of humanity will be the result of the growing Modern Global Problems (MGP). These MGP are well known, and the world community is trying to solve them by means of palliative methods. However, it must be recognized that the fundamental basis of all these problems is the global problem of General and complete disarmament. The solution to this problem is not utopia. Suffice it to mention as a precedent the ban on the use of chemical weapons and their almost complete (except for the US) destruction, START-III, virtually eliminated the INF Treaty, etc.
Humanity, as well as any individual, has the inalienable right to a free and secure life, which can only be achieved by complete and universal disarmament.
RWI is a paradigm of transformation from an Era of Separation and Destruction to an Era of Mercy, Solidarity and Justice.
The struggle for peace is the main slogan of the era. TIME DOES NOT WAIT!
Arguments in defense of pragmatic inaction to implement the RWI, allegedly due to the situational complexity and unpredictability of the current international and domestic political situation, are untenable. Such reasoning is the lot of time workers and politicians. It is clear that the international situation tends to deteriorate if the proposals contained in the RWI are not accepted. So, according to the Pope Francis, as well as many, including foreign, political scientists 3-rd World (sluggish) war is already underway.
The Fund received positive feedback on the RWI from almost all interested authorities (the presidential Administration, the State Duma, the Federation Council, the Foreign Ministry, the Ministry of Defence and so on), the Russian Union of Industrialists and Entrepreneurs, the Moscow Patriarchate and a number of Russian NGOs. The reviews note that the conceptual approaches of the RWI are aimed at promoting the implementation of the peacekeeping course of foreign policy and correspond to the national and foreign policy interests of the country, set out in the Concept of foreign policy of the Russian Federation.
The essence of the World is quite simple:
1. General and complete disarmament aimed at the survival of mankind. RWI is a policy of "soft power" in action.
2. Currently, the world and Russia as a whole is ruled by the worldview ignorance socium (the term A. I. Solzhenitsin), which is a real threat to humanity. Therefore, it is necessary to reformat the world consciousness, including the use of educational technologies based on advanced scientific knowledge.
3. Wide international cooperation directed at the humanization of life as Nations/societies, and of each individual, etc.
4. The most important role in the realization of RWI should belong to the World Civil Society (WCO), the need for the development of which has been repeatedly mentioned in various forums, including the UN General Assembly. However, at present, the dominant role in the market of non-governmental organizations is played by the United States and its government agencies, their allies and special services, which Finance and direct the activities of their favorite non-governmental structures within the framework of Global Indirect Aggression (GIA). In worldview, spiritual-mental and socio-economic terms, Russia, as well as other countries located, including in the former Soviet Union, are unarmed before the GIA. Therefore, it is planned to create a World movement of associates for the realization of RWI. The process of its formation has already started.
5. Development and promotion of international disarmament conventions, as well as monitoring their implementation in accordance with the Fund's road maps.
At one of the press conferences, the President of the Russian Federation, answering the question of the correspondent of the First TV channel Anton Vernitsky about the possibility of the 3-d World War, said: "let's hope for common sense and a sense of self-preservation." No one can be satisfied with this answer. But whether Putin could respond differently? After all, L. N. Tolstoy doubted the ability of governments (because of their nature) to curb armed hysteria.
The idea of General and complete disarmament is not original. Back in 1899 was held the 1-Hague peace conference, convened on the proposal of Nicholas II to consider this issue. The outstanding peace initiative of the Soviet state was the Declaration on General and complete disarmament submitted by it 60 years later on September 18, 1959 to the 14th session of the UN General Assembly: "...Carefully weighing the current international situation and the experience of previous disarmament negotiations, the government of the Soviet Union came to the conviction that the surest way to a practical solution to the main international problem of our days - the problem of disarmament - is the way of General and complete disarmament of all States ...".
Despite the unanimous approval by the UN General Assembly of the Declaration of the Soviet government on General and complete disarmament, it has not yet been implemented. We believe (as opposed to L. N. Tolstoy) that the solution to this issue is possible, but the role of the first violin on the issue of General and complete disarmament should be played by civil societies, including their interaction with power structures by forcing the latter to cooperate.
RWI is essentially a national project based on creative patriotism and aimed at ensuring national security. But, on the other hand, the RWI brings Russia to the worldview leaders in terms of global security, as well as in the long term in the socio-economic, national and entrepreneurial sphere. But it is obvious that at the first stage of implementation the RWI is a flag.
